Access to the Ministry is through several methods: the main visitor's entrance via a red telephone box on a Muggle street, the Floo Network, and Apparition. The Ministry building extends deep underground with multiple levels dedicated to different departments.

Level 1 - Minister for Magic and Support Staff
The highest level houses the Minister for Magic's offices and senior administrative staff. This level contains the most powerful offices in wizarding government.
Level 2 - Department of Magical Law Enforcement
The largest department in the Ministry, responsible for upholding magical law. Contains the Auror Headquarters, Improper Use of Magic Office, Wizengamot Administration Services, and the Misuse of Muggle Artefacts Office.
Level 3 - Department of Magical Accidents and Catastrophes
Handles magical mishaps and emergencies, including the Accidental Magic Reversal Squad, Obliviator Headquarters, and the Muggle-Worthy Excuse Committee.
Level 4 - Department for the Regulation and Control of Magical Creatures
Oversees all magical creature-related legislation, including the Beast, Being, and Spirit Divisions, the Goblin Liaison Office, and the Pest Advisory Bureau.
Level 5 - Department of International Magical Cooperation
Manages relationships with foreign magical governments, hosts the International Magical Trading Standards Body, International Magical Office of Law, and the International Confederation of Wizards.
Level 6 - Department of Magical Transportation
Regulates all magical travel methods including the Floo Network Authority, Broom Regulatory Control, Portkey Office, and Apparition Test Centre.
Level 7 - Department of Magical Games and Sports
Oversees magical sports and games, primarily focused on Quidditch leagues, but also regulating other magical sporting events.
Level 8 - Atrium
The main entrance hall featuring the Fountain of Magical Brethren (later replaced), security desks, and lifts to all levels. The Atrium serves as the public face of the Ministry.
Level 9 - Department of Mysteries
The most secretive department, employing Unspeakables who research the deepest mysteries of magic including Time, Space, Death, Love, and Thought. Contains the Hall of Prophecy.

Corruption Under Voldemort (1997-1998)
During Voldemort's secret control of the Ministry, the institution became a tool of oppression and terror, marking the darkest period in modern wizarding government.
Muggle-Born Registration Commission
Established to persecute Muggle-borns under the false premise that they "stole" magic from "real" wizards. Headed by Dolores Umbridge, the Commission interrogated Muggle-borns and often sent them to Azkaban on trumped-up charges. Required all Muggle-borns to register and prove their magical heritage.
Propaganda and Control
The Ministry spread propaganda through the Daily Prophet, claiming Muggle-borns were dangerous and promoting pure-blood supremacy. Educational Decrees were passed controlling Hogwarts, and Undesirable No. 1 posters of Harry Potter were distributed throughout the wizarding world.
Persecution and Violence
Dementors were used freely against political enemies. Snatchers were authorized to capture "undesirables." The Ministry became a place of fear, with employees afraid to speak freely and many working under the Imperius Curse or threats to their families.
The Fountain of Magical Brethren
The original fountain in the Atrium, showing wizard, witch, centaur, goblin, and house-elf in harmony, was destroyed. It was replaced with a statue called "Magic is Might," depicting a witch and wizard sitting on thrones made of naked Muggles, representing the Death Eater ideology.

Security and Access
Visitor Entrance
The main public entrance is through a shabby red telephone box on a Muggle street. Visitors dial 62442 (spelling "MAGIC") and state their business. After receiving a silver badge, the telephone box descends underground into the Ministry Atrium.
Employee Entrance
Ministry employees typically use the Floo Network, with fireplaces connected directly to the Atrium. Some also Apparate to designated Apparition points within the Ministry.
Security Measures
All wands are checked at the security desk and have their length and core registered. During periods of high alert, additional security measures include Probity Probes, Secrecy Sensors, and even Veritaserum use for suspicious individuals.
The Atrium
A grand entrance hall with a peacock-blue ceiling inlaid with golden symbols that move and shimmer. The hall is lined with fireplaces on one side and contains golden gates leading to the lifts. During working hours, hundreds of witches and wizards pass through, creating a bustling atmosphere.
